<br />An HSA contribution of $3,000 will cover the entire annual single deductible for cost levels 1, 2, <br />and 3 of the PEIP plan. <br /> <br />As the Council is aware, the City of Little Canada currently provides an Opt-Out Program for <br />those employees who are eligible for participation in the City’s Health Insurance Program for <br />family coverage who have coverage through a spouse’s health insurance plan or employees who <br />are under age 26 and remain on a parent’s insurance plan. The City offers this Opt-Out in order <br />to recognize the needs of our diverse workforce by providing maximum flexibility in health care <br />choices available to employees and their families. <br /> <br />The Opt-Out benefit results in a cost savings to the City even though a benefit is paid to the <br />employee. The current Opt-Out payments are $250 per month for single employees covered <br />under a parent’s medical plan and $575 per month for married employees who have coverage <br />through a spouse’s health insurance plan. No changes to the Personnel Policy are proposed <br />related to this benefit for 2019. <br /> <br />RECOMMENDED ACTION: <br />Staff recommends Council approval of the Minnesota Public Employees Insurance Program <br />(PEIP) starting on March 1, 2019. Staff also recommends approval of an increase in the annual <br />HSA contribution from $2,000 to $3,000 and no change to the current Opt-Out benefit.
