STAFF REPORT

TO: Mayor Keis and Members of City Council
FROM: Chris Heineman, City Administrator

DATE: January 4, 2019

RE: 2019 Little Canada Fire Department Contract

Attached is the proposed contract with the Little Canada Fire Department for 2019. The only
modifications to this contract from last year (other than dates and budget numbers based on the
approved 2019 budget) is a requirement for the Fire Department to submit a proposed operating
budget for 2020 to the City by June 30th, 2019 and an adjustment to general liability coverage
requirements. This will enable City staff to begin the City’s budget process earlier in the year.

The general liability coverage is increased from $1.5 million to $2 million per occurrence. The
statutory liability limit caps the City’s liability for many types of claims, however some types of
liability claims are not subject to statutory tort caps so the potential liability is unlimited. It is
increasingly common to see contracts require liability coverage at $2 million per occurrence.

The Little Canada Fire Department has not formally approved this document as of this date. A
copy of the Agreement has been sent to Fire Chief Don Smiley for review. Staff recommends
approval of the contract as presented, subject to any comments by LCFD.

cc: LCFD
