MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2018 <br />PUBLIC HEARING Keis opened the public hearing for the Truth in Taxation and to consider <br />TRUTH IN adoption of the City's 2019 Budget. <br />TAXATION AND <br />ADOPTION OF 2019 The City Administrator stated that the budget has been discussed a few <br />BUDGET times and the preliminary levy was set at 3.41% but the Council had asked <br />staff to work on reducing the levy to 3.00%, which staff has now <br />accomplished. <br />The Finance Director gave a presentation and reviewed the taxing <br />jurisdictions that make up property taxes in Little Canada. These include <br />the City, School Districts (623 and 624), Ramsey County, and Special <br />Taxing Jurisdictions, which include the Metropolitan Council, <br />Metropolitan Mosquito Control Regional Rail Authority, and <br />Ramsey/Washington Metro Watershed District. <br />The Finance Director then reviewed the key budget objectives focused on <br />by the City Council and staff in setting the City's budget. These are: <br />Balance the General Fund; <br />Eliminate General Fund reliance on Local Government Aid; <br />Maintain sound fiscal health; <br />Maintain quality City services and programs; <br />Fund infrastructure repairs/replacement; <br />Maintain facilities and equipment; <br />Preserve parks and open spaces; <br />Position the City to address future challenges and opportunities; <br />The Finance Director explained that 75% of the City's General Fund <br />revenues come from property taxes. She reported that the City's 2019 tax <br />rate will decrease from 26.664% to 26.191%. She stated that Little <br />Canada's 2019 Tax Rate will be the 6th lowest out of 19 municipal <br />jurisdictions in Ramsey County. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2018-12-246 — ADOPTING THE 2019 TAX LEVY, <br />BASED ONA 3.00% INCREASE, FOR THE CITY OF LITTLE <br />CANADA AS FOLLOWS: <br />3 <br />
