MINUTES CITY COUNCIL DECEMBER 19, 2018 PUBLIC HEARING Keis opened the public hearing for the Truth in Taxation and to consider TRUTH IN adoption of the City's 2019 Budget. TAXATION AND ADOPTION OF 2019 The City Administrator stated that the budget has been discussed a few BUDGET times and the preliminary levy was set at 3.41% but the Council had asked staff to work on reducing the levy to 3.00%, which staff has now accomplished. The Finance Director gave a presentation and reviewed the taxing jurisdictions that make up property taxes in Little Canada. These include the City, School Districts (623 and 624), Ramsey County, and Special Taxing Jurisdictions, which include the Metropolitan Council, Metropolitan Mosquito Control Regional Rail Authority, and Ramsey/Washington Metro Watershed District. The Finance Director then reviewed the key budget objectives focused on by the City Council and staff in setting the City's budget. These are: Balance the General Fund; Eliminate General Fund reliance on Local Government Aid; Maintain sound fiscal health; Maintain quality City services and programs; Fund infrastructure repairs/replacement; Maintain facilities and equipment; Preserve parks and open spaces; Position the City to address future challenges and opportunities; The Finance Director explained that 75% of the City's General Fund revenues come from property taxes. She reported that the City's 2019 tax rate will decrease from 26.664% to 26.191%. She stated that Little Canada's 2019 Tax Rate will be the 6th lowest out of 19 municipal jurisdictions in Ramsey County. There was no one from the general public present wishing to comment on this matter. Upon motion by Keis, seconded by Montour, the public hearing was closed. Montour introduced the following resolution and moved its adoption: RESOL UTION NO. 2018-12-246 — ADOPTING THE 2019 TAX LEVY, BASED ONA 3.00% INCREASE, FOR THE CITY OF LITTLE CANADA AS FOLLOWS: 3
