MINUTIiS <br />CITY COUNCIL <br />JULY 23, 2008 <br />Holm reported that eliminating outdoor storage in this location would <br />result in the loss of 3,000 to 4,000 of outdoor storage area. He also <br />indicated that relocating this storage further into the property would cut <br />down on the amount of open space used for the maneuvering of trucks and <br />trailers within the site. Holm was concerned about safety and felt an <br />accident was certain to happen should he have to condense his outdoor <br />storage. <br />Blesener asked the location of the back property line. Holm was uncertain <br />of the exact location, but thought it closely paralleled the railroad tracks. <br />Keis asked the percentage of outdoor storage being proposed. The City <br />Planner noted that the Code limits outdoor storage at 60% of the site. The <br />proposal is for 50% of the site in outdoor storage. It was noted that this <br />particular outdoor storage is seasonal, with there being more on-site <br />storage in the winter than in the summer. McGraw noted that most of the <br />storage is at the east end of the property. Holm indicated that he tries to <br />keep the storage as compact as possible so that there is good circulation on <br />the site. He pointed out the Fire Marshal's recommendation for fire access <br />lanes within the storage. Holm indicated that the Fire Marshal initially <br />asked for one lane, but Holm indicated he would provide two if the storage <br />could remain beyond the fi•ont line of the building. <br />Keis questioned that there was as much as 3,000 to 4,000 square foot of <br />outdoor storage in the location being discussed, and suggested that it be <br />relocated further into the site. Holm felt the storage was a good use of the <br />property. He indicated that he pays a lot of property taxes, and bought the <br />property in good faith thinking that he could make use of the site. Holm <br />noted that his property is well maintained as is the boulevard area. <br />Moving the storage further into the site will decrease the available <br />circulation area and will render the property less safe. <br />Karen Holm indicated that she has looked at the sites in Ryan Industrial <br />Park, and felt their property was much better maintained. Holm indicated <br />that they maintain their property while ri•ying to run a profitable business. <br />She noted that this is very difficult to do in this economy. <br />Blesener pointed out that the Council has to apply the Code as consistently <br />as possible. Montour indicated that On-Site is not being singled out, <br />noting the many outdoor storage issues that the Council has been <br />addressing over the last several months. Montour also pointed out that <br />recent Code amendments have expanded the outdoor storage that is <br />allowed. He pointed out that the Council's initial inclination was to <br />eliminate outdoor storage entirely. <br />13 <br />
