2 <br /> <br /> <br />2601.040. PERMITS. Permits shall be required for the exclusive use of all or portions of <br />specific areas, buildings and other park facilities; and for conducting special events of a cultural, <br />educational, political, religious or recreational nature; and for specific exemption from any provision <br />of this Ordinance. Any person, group or association of persons required to obtain a permit shall file <br />an application for such permit with the City Administrator. <br /> <br />The grantee of a permit shall be bound by this Ordinance and any applicable regulations in <br />force as though the same were inserted in said permit. <br /> <br />The grantee of a permit shall be liable for any loss, damage, or injury sustained by the park or <br />by any person whatever, by reason of the negligence of the person or persons to whom such permits <br />are issued. <br /> <br />The grantee of a permit shall not transfer or relinquish said permit to another person or group <br />of persons without the written permission of the City. <br /> <br />The City shall have the authority to revoke a permit upon evidence of good cause. <br /> <br />No person shall in any manner disturb, harass, or interfere with the grantee of a valid permit, <br />nor with any of the grantee's property or equipment. <br /> <br />Permits for shelter reservations shall be subject to the additional rules and guidelines as <br />referenced in the Park Shelter Rental Guidelines document. <br /> <br />2601.050. SPECIAL ACTIVITIES. <br /> <br />1. Swimming: No person shall bathe, wade or swim in any park except in such areas <br />specifically designated for such use. <br /> <br />2. Fishing: No person shall fish in a reckless or careless manner so as to create a <br />nuisance or to endanger the safety of said person, or other fishermen, or park users. <br /> <br />3. Bicycling: No person shall ride or operate a bicycle in violation of M.S. Ch. 169, as <br />amended from time to time. Persons riding a bicycle shall observe and obey all traffic <br />and directional signs. Wherever provided, bicycles shall be parked in locations set <br />aside specifically for their storage. <br /> <br />4. Winter Activities: Skating, sledding, cross-country skiing are permitted in parks in <br />such areas specifically designated for such use. <br /> <br />5. Snowmobiling: No person shall operate a snowmobile in any park, on any public <br />trail, or lake surface under the jurisdiction of the City.
