MINUTES <br />CITY COUNCIL SPECIAL MEETING <br />JANUARY 24, 2019 <br />the assessment sheet currently shows a per unit assessment, but it could <br />also be done by actual front footage with a cap at 125 feet. <br />The City Engineer explained that the storm sewer for this project is being <br />installed as part of the County Road D improvement project, and which <br />due to several issues, will not likely be done until 2020. He stated that <br />Greenbrier cannot be done until County Road D is reconstructed. He <br />stated that he still recommends that it move forward and be reconstructed <br />as an urban section. <br />Steven Hiland, 2976 Greenbrier Street, stated that when the storm sewer <br />was installed, the assessment was calculated by linear footage per lot, and <br />it was the same type of assessment for the water service when that was <br />installed. He does not feel it is fair to equally split the assessment <br />amounts when some people have more land to use. The City Engineer <br />stated that the assessments are originally figured by true frontage, but the <br />assessment policy also allows for the assessments to be split evenly if the <br />Council determines that is fairer. <br />Chris Volingy, 2919 Greenbrier Street, stated that he was attracted to the <br />Greenbrier area because of the rural feel. He feels that this project was <br />fast tracked and as an appraiser, he disagrees that it will increase the <br />property values. He stated that he has seen that rain gardens only work for <br />a couple of years and then stop draining. He stated that the surveys <br />showed that most people don't want the project. He thinks curb and gutter <br />attracts more people to parking on the street. He does not think this <br />project should be moving this fast, and other options should be looked at. <br />He is against the project right now and likes the rural feel. . <br />Steven Hiland, 2976'Greenbrier Street, stated that the land in this area is a <br />lake bottom and gets very wet, and did not become buildable until <br />neighboring streets were put in. He suggested another option for holding <br />water since the soils have sand and drain very quickly. <br />Dick Thomalla, 2982 Greenbrier Street, stated that he is generally in favor <br />of an improvement to the street. He stated that he lives in a low area <br />where water pools and does not drain quickly. He also feels that it is not <br />fair to have a unit assessment since so many of the lots are over 100 feet <br />wide. <br />Jon Hegner, 3085 Greenbrier Street, stated his main concern is the <br />drainage from the park on the south side of his property, and he has been <br />dealing with that for about 10 years. He showed a picture of his property <br />when it was flooded, and other photos of the park and path being flooded. <br />He explained that he never had a problem until the park path was installed. <br />
