The <br />improvement of Greenbrier Street is dependent on the storm sewer being extended as <br />part of the County Road D project. With the County’s current proposal for the scheduling <br />of County Road D, Greenbrier Street could not be completed until 2023 or more likely <br />2024. Greenbrier Street is reaching the end of its useful life and one of the drivers for <br />the City pursuing the completion of County Road D was to allow the reconstruction of <br />Greenbrier. At the current timeline proposed by the County, the City will need to perform <br />maintenance and patching on Greenbrier Street for another 5 years before improving the <br />road. Even with this extended timeframe we would not recommend an overlay or any <br />major pavement improvement until the storm sewer can also be addressed. <br /> <br />The next step for the project is participating in a meeting with the County and other cities <br />to discuss the larger project and to determine if the timeframe could be expedited. <br />Some of the concern may be that funding dollars for the other entities wouldn’t be <br />available until 2023 and the City can ask if advanced funding by the City of Little Canada <br />with future reimbursement could be an avenue to allow for an earlier project timeframe. <br /> <br />From the perspective of maintaining the City’s street infrastructure as a whole we feel <br />the Capital Improvement Plan that was updated at the end of 2018 could still be used as <br />a guide in programing future projects. The City has historically programed <br />approximately $1,000,000 in street improvements annually. The current CIP schedule <br />had anticipated the improvement of County Road D and Greenbrier in 2019, which has <br />been delayed. The project was initially thought to only be delayed until 2020, but <br />depending on the outcome of the meeting with the other entities it could be delayed <br />further. We have attached a revised CIP sheet that outlines a possible <br />reorganization/adjustment of street projects to maintain the typical programmed funding. <br />Once a timeline on the County Road D project is finalized along with the associated <br />costs the remaining projects within the CIP plan can be shifted to account for the <br />change. As has been done every year, we would recommend the programmed streets <br />be reviewed during the budgeting process and as improvements are being planned to <br />address changes in street conditions which are sometimes unpredictable. <br /> <br />If you have any questions concerning this information I will be present at the City Council <br />meeting or please call me at (763) 780-0450 Ext. 3.
