<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> FROM: Chris Heineman, City Administrator <br /> <br />DATE: March 13, 2019 <br /> <br />RE: Resignation of City Engineer <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to accept the resignation of the City of Little Canada City Engineer (Elfering & Associates) <br />and authorize staff to publish a Request for Proposals (RFP) for City Engineering services. <br /> <br />BACKGROUND: <br />Staff received a resignation letter from Elfering & Associates as the Little Canada City Engineer on <br />February 20, 2019. Elfering & Associates has served as the City Engineer for the City of Little Canada <br />since 2004. Lee Elfering has also worked for H.R. Green and served the City in the same capacity <br />since 1999 for a total of 20 years of service for the City of Little Canada. <br /> <br />Lee Elfering worked hand-in-hand with City staff, Planning Commission members and City Council <br />members throughout the past 20 years to guide numerous street and redevelopment projects to success. <br />Particularly noteworthy accomplishments include partnering with Ramsey County on reconstruction of <br />Little Canada Road and Centerville Road, multiple local street reconstruction projects (B2, Eli Road, <br />Carla Lane, Rose Place), multiple city-owned parking lots (LCFD, Spooner Park, Pioneer Park, <br />Gervais Mill Park), and many new development projects (Pinetree Court, Preserve Court, Sierra Lane). <br />Elfering & Associates also provided engineering services for the Keller Lift Station force main, <br />numerous watermain and sanitary improvements, ADA trail work, and storm water improvements <br />throughout the City. <br /> <br />Staff is working on a draft Request for Proposals (RFP) and anticipates posting and distribution of the <br />RFP to potential engineering firms on Friday, March 15th. Staff recommends that the preliminary <br />review of RFP’s be conducted by a subcommittee consisting of three staff members and two City <br />Council members. The subcommittee will recommend finalists to be interviewed by the full Council <br />in early May. The tentative schedule for submission and review of proposals is as follows: <br />• Friday, March 15th: Posting & Distribution of RFP <br />• Friday, April 5th: Deadline for Proposals <br />• April 8th – April 19th: Preliminary Review of Proposals <br />• Wednesday, April 24th: Presentation of Recommended Finalists to City Council <br />• May 1st – May 5th: Interview/Presentation by Finalists to the City Council <br /> <br />RECOMMENDED ACTION: <br />Staff recommends approval of a motion to accept the resignation of the City Engineer (Elfering & <br />Associates) and authorize staff to publish a Request for Proposals (RFP) for City Engineering services.
