There is a unique history to this parcel given the conditions that have been required <br />by the City for other improvements or changes to the property in the past. While these <br />will undoubtedly be part of the discussion we have been asked to review the proposed <br />plan from an engineering standpoint. <br /> <br />We met with Mr. Yargici in the past to discuss this lot split and that meeting occurred <br />nearly a year ago. At that time the proposed lot layout was slightly different with <br />driveway access onto Keller Parkway. While the layout appeared to meet all general lot <br />size and setback requirements, we had informed the Owner that for staff to recommend <br />approval of the simple lot split he would be required to provide a detailed grading plan <br />for development. The plan should include driveway grades, house floor elevations, <br />retaining walls, and site contours due to the existing grades of the lots to ensure <br />development could occur. It was our opinion that it would be difficult to get two <br />additional homes on the property without doing tuck-under garages and substantial <br />retaining walls. A more likely scenario would be that only a single additional home could <br />be built on the site with an angled driveway to Keller Parkway similar to that used for the <br />existing home to meet driveway grade requirements and a more typical home <br />construction. <br /> <br />The simple subdivision plan that has been submitted proposes access from Labore <br />Road with long driveways to walkout basement homes. From an engineering standpoint <br />the proposed layout would simplify the grade issues on the site to allow for three homes <br />to be created. Based on the improvements shown on the plan and the need for drainage <br />to be maintained within each property the disturbance for full development would exceed <br />20,000 square feet and therefore stormwater rate, abstraction, and treatment <br />requirements would apply. Features to meet these requirements are not shown and <br />plans and drainage calculations should be provided for review and approval before any <br />final approvals. <br /> <br />From an engineering standpoint the development of two additional lots from this parcel <br />utilizing Labore Road for the new accesses minimizes the grading impacts and need for <br />retaining walls. However, there are City Code requirements that will require a variance
