MINUTES <br />CITY COUNCIL <br />MAY S, 2019 <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTIONNO. 2019-5-54 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS, <br />*APPROVE ADJUSTED SEASONAL EMPLOYEE WAGE SCALE <br />*APPROVE A 3 DAY TEMPORAR Y LIQ UOR LICENSE FOR <br />CANADIANDAYS, INC. ONAUGUST 2-4, 2019 FOR CANADIAN <br />DAYS <br />*APPROVE ADJUSTING THE START TIME OF THE JUNE 12, 2019 <br />COUNCIL WORKSHOP TO 5:30PM <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />1ST QUARTER 2019 The Finance Director explained that she has provided a general fund <br />FINANCIAL REPORT financial report for the first quarter of 2019 with comparison information <br />for the first quarter of 2018': She=reported that the report focuses on the <br />General Fund and investments. She stated that the revenues and <br />expenditures for the first quarter have positive results and are tracking with <br />the adopted budget. She noted that a significant building permit fee was <br />received in March so all additional permit revenue received for the rest of <br />the year will be over the budget estimate. She stated that we have spend <br />24.33% of the budget in the first quarter which is where we should be. She <br />noted that we are watching the Street Department budget is because they <br />spent over $10,000 more than in 2018 because of the severe winter <br />conditions. The Finance Director reviewed the various types of <br />investments and maturity dates. <br />Fischer stated that he was happy to see this report, and stated he realizes <br />that government does not receive a significant amount of revenue until July <br />so this is why this first quarter report does not show much revenue. <br />AWARD BID FOR The Public Works Director stated that before the new playground <br />SPOONER PARK equipment at Spooner Park is installed, grading needs to be done along <br />IMPROVEMENTS with replacing the playground container and making the existing trail ADA <br />compliant. He stated that four bids were received, and the lowest bid from <br />Standard Contracting came in under budget. He noted that Standard <br />Contracting has completed numerous projects for MNDOT and other cities, <br />so he feels confident that they will be able to meet the project completion <br />date of June 15. Torkelson asked if the park would be closed during this <br />K3 <br />
