MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2001 <br />Motion seconded by Duray. <br />Motion carried 4 - 0. <br />PLAN REVIEW, Dave Heller, H2 Architects, appeared before the Commission requesting <br />CUP, AND plan review, a Conditional Use Permit for off-site parking, and a property <br />PROPERTY division for St. John's Church as relates to their construction of a new <br />DIVISION - school facility as well as a new rectory. <br />ST. JOHN'S <br />CHURCH The Commission began with a review of the property division to create a <br />new lot on the Savage Lane cul-de-sac. Father Fitzpatrick reported that <br />the new lot would be created and a house constructed on the lot. This <br />house would serve as the residence for the priest for the church. Father <br />Fitzpatrick pointed out that the existing residence will be converted to all <br />office area and meeting space. <br />Keis asked if the lot would remain zoned Public. The City Planner <br />indicated that the Public zoning allows for residential uses for people <br />employed at the church. Therefore, the property division can occur and a <br />new rectory constructed under the Public zoning. Should the church no <br />longer need the house and would decide to sell it, the property would have <br />to be rezoned to R-l. <br />The property owner at 335 Savage Lane asked for more information on the <br />property division. Father Fitzpatrick indicated that the lot would be 90 <br />feet by 125 feet. Asingle-family style home and garage would be <br />constructed on the lot and would serve as the home for the church priest. <br />Access to the house would be via Savage Lane. Father Fitzpatrick <br />indicated that as many trees as possible would remain on the lot. Traffic <br />to and from the house would be limited and likely just that of the priest <br />coming and going from his home. <br />Duray asked if the lot met the City's minimum requirements. The City <br />Planner indicated that the lot exceeds minimum requirements. <br />Keis asked if there would be any issues with drainage for this lot. The <br />City Planner pointed out that some grading of the lot would be necessary <br />to construct the home. He felt that drainage issues were more related to <br />the remainder of the St. John's proposal. <br />Mr. Barraclough recommended approval of the property division proposed <br />by St. John's Church for a lot at the end of Savage Lane subject to <br />compliance with the recommendations of the City Planner and the City <br />Engineer. <br />
