<br />• Debt Management <br />o This policy now includes debt issuance practices, debt structuring practices, and <br />post issuance practices. These are items that Rating Agencies study during a <br />ratings review process. The Conduit Debt Policy needs to be updated yet. <br />• Purchasing <br />o This policy now has sections regarding purchasing levels for both budgeted and <br />unbudgeted purchases. There are also additional sections regarding emergency <br />purchases, noncompetitive purchases, employee reimbursements, and <br />disbursements. The employee reimbursement section will also be included in the <br />Personnel Policy. <br />• Credit Cards <br />o This was a separate policy that is now included in the Financial Policies. <br />• Elected Officials Device Allowance <br />o This was a separate policy that is now included in the Financial Policies. <br />• Risk Management <br />o No major changes. <br />If the Council approves all the Financial Policies, the Council approval date will be included at <br />the bottom of each policy.
