MINUTES <br />CITY COUNCIL <br />AUGUST 28, 2019 <br />*APPROVAL OF THE VOUCHERS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PREMISE PERMIT <br />The City Clerk stated that the Little Canada Recreation Association has <br />FOR LITTLE CANADA <br />applied for a premise permit to operate pull tabs and electronic bingo at <br />RECREATION <br />TNT Billiards at 80 Little Canada Road. She reported that the lease <br />ASSOCIATION AT <br />agreement and all other required documents have been submitted, and a <br />TNT BILLIARDS <br />satisfactory background check of the LCRA's gambling manager was <br />completed by the Ramsey County Sheriff's Department. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2019-8-96 — APPROVING A PREMISE PERMIT <br />FOR THE LITTLE CANADA RECREATIONASSOCIATION TO <br />OEPRATE LAWFUL GAMBLING AT TNT BILLIARDS, 80 LITTLE <br />CANADA ROAD EAST, SUITE 1 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TWIN LAKE UPDATE The Public Works Director reported that the pumping operations continue <br />at Twin Lake and the water level was at 872.08 on August 9. He stated <br />that the manhole cover was exposed and the water needed to go down only <br />a few more inches and the manhole could have been raised. He reported <br />that between August 13 and 20, five inches of rain fell and the manhole <br />was submerged again. He explained that the plan is to continue pumping <br />to get the manhole out of the water, raise it up, and hopefully be able to <br />discontinue pumping soon. He stated that water is no longer overflowing <br />from West Vadnais Lake. He noted that once the manhole is raised, the <br />pump will be turned off and removed from the site. <br />The Public Works Director stated that staff met with the Watershed <br />District last week and they want to put a long-term solution plan into their <br />2020 capital plan. He reported that there are two potential solutions being <br />worked on right now. <br />Keis asked how much the City has spent so far for this pumping operation. <br />The Public Works Director stated about $25,000 for the cost of the large <br />pump, plus $6,000 to build the access road and $14,000 for setup and a <br />2 <br />
