MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2019 <br />Keis introduced the following resolution and moved its' adoption: <br />RESOL UTION NO. 2019-9-100 — APPROVE ADOPTION OF THE <br />2019 STRATEGIC PLAN DOCUMENT <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PUBLIC WORKS The Public Works Director explained that the apprentice program was <br />MAINTENANCE created in 2017 and a seasonal employee was hired for this program who <br />POSITION has learned a lot and done a great job. He stated that it is almost the end <br />of the second year and the plan was to transition the employee into the <br />full-time regular maintenance position after two years. He stated that the <br />full-time will be posted, applications reviewed and candidates will be <br />interviewed. He noted that the apprentice is aware that there is no <br />guarantee that he will get the job, but the theory is he should be in well - <br />qualified. He stated that the full-time position pay is slightly more than <br />the current apprentice wage, but if the position is filled in October there <br />are sufficient savings in the 2019 personnel budget to cover the difference. <br />McGraw asked how a new apprentice candidate would be found. The <br />Public Works Director explained. that it would done through a regular <br />hiring process. He noted that some of the seasonal workers will apply, but <br />he was very pleased with all of the candidates that applied for the <br />apprentice position the first time, so he is hopeful that happens again. He <br />explained that the preliminary 2020 budget includes funds to hire another <br />Public Works Apprentice in 2020 since the program was a success and <br />provided another strong employee to help the department. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO, 2019-9-101— A UTHORIZE THE POSTING FOR <br />THE OPEN FULL-TIME PUBLIC WORKS MAINTENANCE <br />POSITION <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />At this point in the meeting, the City Council temporarily adjourned and <br />convened as the Economic Development Authority. <br />
