MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />SEPTEMBER 11, 2019 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 1 lth day of September, 2019 at <br />the City Center located at 515 Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Mr. John Keis <br />Council Member <br />Mr. Tom Fischer <br />Council Member <br />Mr. Christian Torkelson <br />Council Member <br />Mr. Mike McGraw <br />Council Member <br />Mr. Rick Montour <br />ALSO PRESENT: <br />City Administrator <br />Mr. Chris Heineman <br />Parks & Rec/Comm. Services Mgr. <br />Mr. Bryce Shearen <br />Finance Director <br />Ms. Brenda Malinowski <br />Public Works Director <br />Mr. Bill Dircks <br />City Clerk <br />Ms. Heidi Heller <br />Mayor Keis stated that the purpose of this evening's workshop is to discuss the <br />2020 budget. <br />2020 BUDGET The City Administrator explained that he worked closely with Finance Director <br />DISCUSSION Brenda Malinowski to completely reorganize the preliminary budget document. <br />The budget now includes a detailed cover letter and a summary of expenditures <br />for each department. The document also includes explanations for all significant <br />decreases or increases in specific line items. For 2020, the City Administrator is <br />recommending levy increase of 4.5%. <br />City Administrator Heineman noted that the budget currently includes $40,000 <br />for e-records conversion to scan address files. There will likely be some savings <br />in current expenditures that could be used towards the scanning project in 2019, <br />which may result in a reduction in the levy amount. This can be determined in <br />December when the final levy is adopted. <br />
