MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 9, 2019 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 9th day of <br />October, 2019 at the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />ALSO PRESENT: <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Christian Torkelson <br />Mr. Mike McGraw <br />Mr. Rick Montour <br />City Administrator <br />Mr. Chris Heineman <br />Parks & Rec/Comm. Services Mgr. <br />Mr. Bryce Shearen <br />Finance Director <br />Ms. Brenda Malinowski <br />Public Works Director <br />Mr. Bill Dircks <br />City Clerk <br />Ms. Heidi Heller <br />Mayor Keis stated that the purpose of this evening's workshop is to <br />discuss the City contribution to the Fire Relief, establishing a sister city <br />advisory committee and general discussion about the strategic plan. <br />FIRE RELIEF The City Administrator explained that the LCFD Long Range Planning <br />CITY Committee has met quarterly throughout the year, and the City's <br />CONTRIBUTION contribution to the Fire Relief Association has been one of the items <br />discussed in those meetings. He reported that the current contribution <br />amount of $31,000 began in 2014, which was increased from $15,000. <br />Staff is requesting the Council provide further guidance on how to proceed <br />with the Fire Relief Contribution for the 2020 budget. He explained that <br />they are requesting to start at $36,000 along with adding an escalator <br />clause in from there. He reviewed the current investment balance and <br />earnings and stated that the state and PERA have best practices. Montour <br />clarified that the current investments are handled by a third party. The <br />
