MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2001 <br />ceases to be a tenant at the shopping center, and with the requirement that <br />the applicant secures the necessary sign permits prior to completion of the <br />rest of file wall signage. <br />Motion seconded by Roycraft. <br />Motion carried 5 - 0. <br />REZONING & Mr. Bart Montanan, Montanan Homes, appeared before the Planning <br />PROPERTY Convnission seeking a Rezoning of property from B-3 to R-3 to <br />DIVISION - accommodate the development of a 44-unit senior citizen multi-family <br />RICE/PARK housing project as well as a Property Division to create a lot abutting <br />STREET Rice Street which could be used for commercial development. Montanan <br />PROPERTY - informed the Commission of the need for senior development. He <br />MONTANARI indicated that his project would be a 44-unit condominium building for <br />HOMES seniors. One floor of the building would be for underground parking with <br />a controlled, gated access. There would then be two floors of <br />condominium units. The project would consist of one and two bedroom <br />units ranging in size from 1,000 square feet to 1,400 square feet. There <br />would be a gathering/library room for the residents. Anticipated price <br />range would be from $169,000 to $229,000. <br />Montanan reported that the project would comply with the City's parking <br />requirements. There would be one inside and one outside parking stall for <br />each unit. <br />Montanan reported that he would like to request that the City vacate Lake <br />Street. The additional area that would be acquired through the vacation <br />will help with the City's density requirements. With the vacation, the <br />property will consist ofjust over 4 acres of usable land. <br />It was pointed out that the applicant will need to make application for a <br />vacation. 11 was also noted that once right-of--way is vacated, Ramsey <br />County will decide the disposition of the property. <br />Montanan reported that the building as proposed tucks nicely into the <br />property and fits between two wetland areas. Hie noted that the property <br />needs to be cleaned up and indicated that he would complement the area <br />and development with landscaping. Montanan indicated That the building <br />will not exceed the City's 35-foot height limitation. He also noted that the <br />building will be setback an additional 70 feet from the Park Street right-of- <br />way for a total of a 100-foot setback. The garage entrance that would face <br />Park Street will be one-story in height to soften The impact from Park <br />Street. <br />3 <br />
