MINUTES <br />PLANNING COMMISSION <br />DECT'/MBER 13, 2001 <br />Duray pointed out that there is a hill on Park Street as well as a curve in <br />the road which causes for some traffic concerns on Park Street. He noted <br />that the driveway access for this development is proposed right at the <br />curve. Gosman indicated that there is not other option for locating the <br />driveway access. <br />Knudsen indicated that Blacktern Office Park is one of the best <br />developments the City has had in recent years and felt it was a great <br />concept. Knudsen stated that he favored this proposal, but felt that Park <br />Street should be looked at to see if there was anything that could be done <br />to improve traffic safety. Knudsen acknowledged that the same issues will <br />exist with Pat~k Street no matter what type of development occurs on this <br />site. <br />Duray expressed concern that Park Sweet was a residential street and this <br />development puts business traffic on Park Street Gosman noted that the <br />property is zoned commercial and indicated that there was no other way to <br />lay out the site given the existing ponds. Duray asked if more research <br />should be done to determine if there is a way to provide access via Rice <br />Street. <br />The City Planner pointed out that the ponds are regulated by the <br />Watershed and typically they are unwilling to negotiate alterations to <br />ponds in their storm water system unless there are no other alternatives. <br />The Planner pointed out that access via Park Street is an alternative <br />allowing the site to be developed without disturbing the ponds. <br />Roycraft stated that while the land may be ready for development, the <br />street is not. Keis asked what could be done with the street suggesting that <br />widening the street or cutting down the hill may not be feasible. The City <br />Planner noted that Park Street is not on the City's reconstruction list at this <br />time. <br />Duray asked if the types of businesses that would locate in these <br />townoffices would have typical 8 a.m. to 5 p.m. homy of operation. <br />Gosman anticipated that this would be the case and stated that there would <br />likely be minimal trips in and out of the business sites during the day. <br />Duray stated that he warted to make sure that the development of this site <br />did not create problems for the residential homes in the area. Gosman felt <br />that the development would be a welcomed addition to the community and <br />a major improvement to the land. <br />4 <br />
