MINUTES <br />CITY COUNCIL <br />JANUARY 24, 2001 <br />The City Administrator suggested that the City's options are to stay where <br />it is and make some improvements to the existing garage, buy land for the <br />possible future location of a new Public Works Garage (if determined not <br />to be needed, the City could always sell the land), or negotiate with <br />Frattalone for the purchase of his property marketing the office space, <br />outbuilding and excess land. <br />Fahey pointed out that the office building is in a poor location relative to <br />typical office development. The City Administrator suggested that, as a <br />result, the cost per square foot for this office space might be much lower <br />than typical office space. <br />Fahey stated that he would not rule out the Frattalone option at this point. <br />The City Administrator indicated that Frattalone might want $2 million for <br />the site. Based on his rough calculations, the transaction may work for the <br />City if the property could be purchased for $1.5 million. The <br />Administrator pointed out that the City could offer Frattalone a 1033 letter <br />that may assist him with capital gains issues and make the $1.5 million an <br />acceptable price. <br />Fahey suggested that the City Administrator talk to Mr. Frattalone and <br />determine what he would want for the property. He noted that the City <br />could order an appraisal to determine the property value if the price <br />Frattalone is interested in seems to be too high. Another option would be <br />to divide off the excess land and allow Frattalone to keep it and develop it. <br />Council agreed that the City Administrator should obtain a price from Mr <br />Frattalone for his property. <br />Scalze pointed out that the other options are to retain the current Public <br />Works Garage or to look for another site. The Public Works Director <br />pointed out that if the City stays where it is, $150,000 in life safety <br />improvements will need to be made to the existing garage. <br />Fahey noted that another option in staying with the current garage would <br />be to have a satellite facility some where to address the need for additional <br />space. <br />There being no further business, the workshop meeting was adjourned at <br />7:25 p.m. <br />I.
