MINUTES OT THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />WETLAND <br />ISSUES - <br />LaBORiC ROAD/ <br />ARCADE <br />STREET ARUA <br />Pursuant to due call and notice thereof a special meeting of the City Cowrcil of <br />Little Canada, Minnesota was held on the I2th day of July, 2007 at the Fire <br />Little Canada Fire Station located at 325 Little Canada Road in said City. <br />JU1,Y 12, 2001 <br />Mayor Michael I. Hanson <br />Mr. 7bm Sweeney <br />Mr. Lee1/Ifering <br />Mr. Cliff Aichinger <br />Mr. Greg Schroeder <br />The purpose of this workshop meeting is to review wetland issues for the <br />area located generally east of Arcade Street and southeast of LaBore Road. <br />The property owners in this area contend that the impact of adjacent <br />development and altered drainage patterns have increased the wetland impact <br />to their properties. They believe these changes have limited development <br />possibilities for their properties as well as lowered property values. <br />Cliff Aichinger, Ramsey/Washington Watershed District, reported that the <br />Watershed has done a review of the area. He reported on the history of the <br />area including development of a berm by Mr. Pilitage several years ago. He <br />noted the contention that the wetland area has increased in size since the berm <br />was constructed and that the berm has caused water to back up and impact <br />properties in this area. <br />Aichinger reviewed in detail a handout entitled "Wetlands In Minnesota" iu <br />which a wetland is defined and it is noted that all wetlands have the following <br />characteristics: <br />
