MINUTES <br />CITY COUNCIL <br />JULY 12, 2001 <br />Aichinger described the review of aerial photographs that was done for this <br />area by Karl Hammers who is a certified delineator. In addition to reviewing <br />the aerial photographs, Hammers walked the site and talked with owners. <br />Hammer reviewed photos from 1980, 1990, and 1992. As a result of this <br />review, the following conclusions were made: <br />Drainage was changed by the berm, but there are ^o blockages of the <br />drainage. A channel flows on the west side of the berm. There are reeds <br />and cattails on the north side of Kohlman and drainage dissipates through <br />that area to Kohlmau Lake. Au open channel is not needed to convey <br />drainage. <br />2. The wetland is probably wetter than before. <br />The wetlands haven't changed appreciably in size. (Keeping in mind that <br />the aerial delineation has a mat-gin for error of+/- 20 feet. <br />4. Drainage from the northern area has increased bringing in more volume at <br />a higher rate. <br />It is impossible to blame the increased wetness on any one factor. The <br />cause is likely a combination of factors. However, the boundaries of the <br />wetland have not changed dramatically. <br />Tom Roycraft felt that a 20 foot change was significant, noting that there has <br />been an increase in both volume of water present and the area impacted. <br />Aichinger replied that the Watershed does not consider this a significant <br />increase because the margin of error is too close to call from an aerial photo <br />determination. Aichinger pointed out that that even if the increase is larger, he <br />cannot determine the cause, but does not think it is from the berm. Aichinger <br />noted that regional grotmdwater has increased in volume over the past 15 <br />years. <br />Jim Pogreba, 987 Beam Avenue, asked if Aichinger had ever walked the <br />property. Aichinger replied that he walked it three years ago. Pogreba pointed <br />out that the problems began with the installation of the berm. Aichinger <br />indicated the berm was installed without their knowledge and the Watershed <br />did not have the authority to require the berm to be removed. <br />Pogreba reported that the increase of 20 feet in he wetland area has prevented <br />him from having a buildable lot. <br />John Sculley, 3000 LaBore Road, indicated that he has witnessed the changes <br />in this area.
