MINUTUS <br />CITY COUNCIL <br />JULY 12, 2001 <br />Mrs. Sculley stated that wetlands have been artificially created on their <br />family's property. She is concerned that a delineation at this time will identify <br />areas that were not previously wet. She noted that aerial estimates of a wetland <br />are far less acew~ate than an actual delineation. She requested the City <br />consider an agricultural zoning i^ its zoning ordinance to help create a <br />financial/tax benefit for them. <br />Aichinger suggested a better option would be to complete the delineation and <br />have the property delineated as a wetland eliminated from the impacting value <br />due to its useless state from a development standpoint. <br />Upon motion by Fahey, seconded by LaValle, the City Engineer and staff are <br />hereby directed to request a cooperative drainage study involving Little <br />Canada, Maplewood, Ramsey/Washington Metro Watershed, Ramsey County <br />with the focus of the study aimed at correcting drainage patterns in the affected <br />area. to reduce the negative impact being experienced by Little Canada and our <br />residents. All voted in favor. <br />Aichinger noted that even if the berm is taken out there will not be a quick or <br />dramatic change in the situation. <br />Fahey noted that the legal issues involved are not very workable. Time has <br />elapsed and the facts are difficult to prove. <br />Another resident asked if an area has been flooded artificially, would it be <br />considered a wetland. Aichinger responded that is not necessarily true due to <br />the fact you must have the three properties of a wetland present to achieve that <br />designation. <br />The Council directed staff to keep the neighborhood informed of the process. <br />The City Administrator stated it should be possible to get the involved parties <br />together within a couple of weeks. That meeting should result in a study <br />scope. A cooperative agreement will rhea be needed that will require approval <br />of the City Council. The neighborhood can be invited to that meeting. <br />Upon motion by Fahey, seconded by LaValle, the workshop meeting was <br />adjourned. <br />Mich el 1.
