MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2001 <br />FISH Mary Telega, indicating that she represents 26 homeowners on Twin Lake, <br />RESTOCKING- informed the Council that there was severe winterl<ill offish in Twin Lake <br />TWIN LAKE this past winter. While the DNR has indicated that eventually the fish will <br />come back, Telega indicated that the property owners are asking for financial <br />assistance from the City to restock the lake. <br />Fahey asked if the Twin Lake property owners have formed a homeowners or <br />lake association. Telega replied that they had not. <br />Scalze pointed out past actions of the Council to prevent the City of Vadnais <br />Heights from putting in a public access to Twin Lal<e. Scalze noted that this is <br />a private lake and questioned the utilization of public dollars for a private use. <br />Fahey noted that the Lake Gervais Homeowners Association has approached <br />the City about funding increased patrolling of the lake- The City has not <br />funded this request, and noted that Lal<e Gervais is a public lake. Fahey felt <br />that the City should not get into the fish management business especially on a <br />lake that has no public access. Fahey pointed out the past actions of the <br />Council in protecting the property owners on Twin Lake from the City of <br />Vadnais heights installing a public access. <br />Montour suggested that the Twin Lal<e property owners check with sports <br />groups about some assistance in restocking the lake. Fahey suggested that if <br />the homeowners formed anon-profit association they would be able to <br />approach some of the local charities for assistance. <br />Telega reported a problem with a culvert in the Twin Lake area and asked who <br />would have jurisdiction over the culvert. The City Administrator suggested <br />that Telega contact him and he would try to obtain this information for her. <br />Matt McCabe asked if there were any incentive or tax breaks available to <br />property owners in forming an association. Scalze suggested that McCabe <br />contact the Lake Gervais Association as they may be knowledgeable about this <br />subject. Fahey noted that contributions to anon-profit association would be <br />tax deductible. However, the City does not provide any tax credit to such <br />associations. <br />2002 ,BUDGET The City Administrator repotted that the 2002 property fax situation will be <br />very confusing to property owners given the changes made by the Legislature. <br />He noted that the County and City's levies will increase dramatically to make <br />up for the loss of state aids, while the School District's will fall given the <br />changes in funding education. <br />12 <br />
