MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 25, 2001 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was held on the 25th day of July, 2001 in the <br />Council Chambers of the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor Michael I. Hanson <br />Mr. Steve Grittman <br />Ms. Kathy Glanzer <br />FRATTALONE The Council noted the updated reports from the City Planner, City Engineer, <br />PUD PERMIT and the Watershed relative to the Frattalone P[JD permit application. <br />Frattalone reported that he had a couple of issues he would like to discuss <br />regarding the recommendations. Frattalone pointed out that he has dedicated a <br />trail easement on the Spruce Street site. The City Administrator indicated that <br />there was also a trail easement on the Blacktern Office Park site and both these <br />easements are 30 feet wide. The easement exists within the 50 foot no disturb <br />zone adjacent to Blacktern Pond which is required by the Watershed. The <br />Administrator indicated that he discussed the trail issue with Cliff Aichinger of <br />the Watershed. He informed the Watershed that the City would plan to put in <br />an 8-foot wood chip trail with 3 feet of buffer area on either side of the trail. <br />Aichinger was agreeable provided that the trail meander through the area <br />limiting the number of trees that will need to be disturbed. The City <br />Administrator indicated that the trail easement does not exist on the Rice Street <br />site that is part of the Frattalone proposal. Frattalone indicated that he would <br />be agreeable to dedicating a 30-foot easement on the Rice Street site. <br /> <br />Frattalone reported that he has applied for a permit from the Watershed. The <br />permit will be reviewed and acted upon at the Watershed's August 1" meeting. <br />Frattalone discussed with the Council the Watershed's initial indication that a <br />
