MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 2001 <br />wanted to be partners with the community making Little Canada a better place <br />to live. <br />Mugs Nardini, County Road B-2, stated that Little Canada was just four square <br />miles and already has a great deal of property that is off the tax rolls. Nardini <br />did not believe that the City could afford to take any more property off the tax <br />rolls, and pointed out that this is a good business site that will be attractive to <br />another business use. Nardini requested that the Council deny the rezoning <br />requested. <br />Montour pointed out that he serves on the Rice Street Task Force, and asked if <br />sound barriers are installed along 694, if the loss of visibility would make the <br />church feel any differently about this site. <br />Schroeder felt that any business along this area would have difficulty accepting <br />a sound barrier along 694. <br />Montour pointed out that the church already has 7 '/z acres of usable property <br />in White Bear Township. While the Knox site is 14 acres, if the church is <br />leasing a good share out for the next I S to 20 years, what would be the <br />difference between this site and the White Bear Township site. <br />Schroeder pointed out that the leasing use would be for the short term. For the <br />long term, the church would have a larger piece of property with the Knox site <br />versus the White Bear Township site. <br />Montour asked if White Bear Township has been approached with the church <br />proposal. Schroeder reported that the Township has been approached, and it <br />was felt the church use would serve as a buffer between Highway 96 and an <br />adjacent residential area. <br />Anderson asked if the church developed on the Knox site, down the road <br />would it have problems with the types of uses allowed in B-W and Industrial <br />zonings that could occur on adjacent properties. Schroeder felt that the church <br />would provide screening on its property and indicated they would have no <br />problem with uses that are allowed in these zoning districts. <br />Fahey asked about sound barriers. The City Administrator pointed out that <br />sound barrier locations have not been designated as a part of the 694 project at <br />this time, but noted that typically sound barriers are only installed adjacent to <br />residential areas. Scalze pointed out the manufactured home park located on <br />Country Drive. The City Administrator indicated that this is along 35E rather <br />than 694. <br />
