MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2001 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Montour, Fahey, Anderson. <br />Nays (0). Resolution declared adopted. <br />SENIOR The Council reviewed the proposal of Maxfield Research for preliminary <br />HOUSING demand study for senior housing at a cost of $2,800.00 as well as a full <br />MARKET feasibility study at cost of $7,800.00. The Administrator noted that the <br />STUDY preliminary study will be available for the Council's review at their November <br />ls` special meeting. If the results of that study show insufficient demand to <br />make the project feasible, the City is not obligated to continue on with the full <br />feasibility study. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RE.SOL UTION NO. 2001-10-245 -APPROVING THE PROPOSAL. Resolution declared adopted. <br />SCULLEY The City Administrator reviewed the City Engineer's proposal for a drainage <br />DRAINAGE review of the area including and adjacent to the Sculley property. Cost of the <br />study is quoted as not to exceed $7,500.00. The City Administrator indicated <br />that these costs would come from the City's Infrastructure Fund. <br />Scalze pointed out that the Watershed and adjacent cities have indicated their <br />position that drainage in this area is not a problem. Scalze questioned <br />spending $7,500 for this study given the positions taken by the Watershed and <br />Cities of Maplewood and Vadnais Heights. Scalze indicated that the City can <br />make efforts to have the wetlands in this area delineated, but questioned what <br />would be done to stop water from flowing into this area. <br />Fahey felt the City should proceed with the study to document the changes that <br />have occurred over the years, with the least to come from the study is a basis <br />for preserving the status quo should additional development occur in the area <br />some time in the future. Fahey pointed out that the issues of concern impact a <br />lot of property owners along LaBore Road. <br />Scalze felt that the study should also include a measure of the water that is <br />flowing into this area from adjacent cities. <br />
