MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2001 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Montour, Fahey, Anderson. <br />Nays (0). Resolution declared adopted. <br />RICE STREET The Council reviewed the Rice Street code enforcement report which <br />CODE outlines code enforcement issues as well as efforts being made to resolve <br />ENFORCEMENT these problems. The Administrator noted that the report was prompted <br />REPORT by the recent fire at the McDonald Battery property and concerns about code <br />violations that exist in this area. <br />Scalze felt the report was an excellent one, and indicated that it appears staff is <br />taking action to address existing problems in this area. The rest of the Council <br />agreed. <br />LEGISLATIVE The City Administrator reported Chat the League of Minnesota Cities is <br />PRTORITIES asking cities to choose the top five policies that they would like the League to <br />focus on during 2002. The Council and Administrator reviewed a list of <br />policies under consideration, and after much discussion agreed on the <br />following: <br />1. LE-16 TIF Grant Program, Special Deficit, and Pooling <br />Authority <br />2. LE-12 Right-of--Way Management <br />3. SD-13 Local Election Authority <br />4. LE-13 Franchising Authority <br />5, LE-1 Growth Management and Annexation <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2001-.I1-254 -ADOPTING THE FIVE LEGISLATIVE <br />PRIORITIES A.S OUTLINED A130VE AND ASKING THAT THE <br />LEAGUE OF MINNESOTA CITIES FOCUS ON THESE DURING THE <br />2002 LE(iISI,ATIVE SESSION <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Fahey, Scalze, Montour, Anderson, LaValle. <br />Nays (0). Resolution declared adopted. <br />VENETIAN The City Administrator reported that he met with the owners of The <br />PURCHASE Venetian Inn relative the details of a purchase agreement for their property. <br />
