MINUTES <br />CITY COUNCIL <br />NOVEMBER 21, 2001 <br />a payment in lieu of taxes. The Administrator also noted that a project <br />developed by Johnson and Rutzick would likely require TIF assistance from <br />the City, thereby negating any City-wide tax relief. <br />The City Administrator again noted that the RFP indicates that the City is <br />considering developing Phase 1. He pointed out that if the City did develop the <br />project, he would propose that a management company be hired to manage the <br />project. The Administrator felt that the City should pursue both options <br />concurrently at this point in order not to slow down the process. <br />Keis and Knudsen agreed that with the approach of running both scenarios <br />concurrently. <br />Johnson commented on other concept proposals they have submitted to the <br />Council in addition to responding to an RFP to develop the northeast corner of <br />Rice Street and Little Canada Road. Johnson stated that he does not know <br />what the City's selection criteria will be for a developer for this retail/senior <br />project. Johnson indicated that he was hesitant spend money on an architect <br />putting together a proposal, when he is not sure what a decision will be based <br />on. Johnson felt, however, that they could put together a project that would be <br />just as competitive as one the City might undertake on its own. <br />Rutzick pointed out that he owns the land and has been in the development <br />business for over 30 years. <br />Fahey felt it was always better to work with the owner of the property, and felt <br />there was some equity around giving the development to the property owner. <br />However, he did not want to have the project held up in negotiations. Fahey <br />indicated that that is why he thinks the RFP process is needed. <br />The City Administrator indicated that the City is setting forth criteria by which <br />proposals will be evaluated, and noted that this criteria will be spelled out in <br />the RFP. <br />Anderson pointed out that Rutzick would have an advantage over other <br />developers since he already owns a good share of the land. Anderson asked <br />what Rutzick's concerns were in terms of competing in an RFP process. <br />Rutzick stated that he is worried about the way the City is going about it. <br />Rutzick stated that he would be more comfortable if the City would spell out <br />details such as the number of one bedroom and two bedroom units, roof style, <br />etc. <br />Fahey stated that al] things being equal, he would prefer to work with the <br />landowner.
