MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2001 <br />liquor establishments but a sample of other businesses in the City. The <br />Administrator noted that based on this analysis, the on-sale liquor <br />establishments are high consumers of law enforcement services. He also noted <br />the information provided on insurance discounts that are provided to liquor <br />businesses for participating in server training. In comparing Little Canada's <br />liquor license fees with those of other cities, the Administrator noted that only <br />the City of Shoreview offers a license discount for those establishments <br />participating in server training He further noted that Little Canada is also on <br />the low end of on-sale liquor license fees. <br />The Council discussed the City's on-sale liquor license and an appropriate <br />level of increase for the upcoming year. It was noted that it is necessary to <br />hold a public hearing at which license increases are considered. <br />LaValle indicated that his feeling is that license fees are another form of <br />taxation. <br />Mr. Anderson introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2002-I7-273 -INDICATING THAT THE CITY HOLD <br />A PUBLIC HEARING AFTER TILE FIRST OF TFIE YEAR AT WHICII <br />TIME THE COUNCIL, NHOUI D CONSIDER A $250 INCREASE IN ON- <br />SALE LIQUOR LICENSE FEE FOR THE YEAR 2002 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (3) Anderson, Scalze, Fahey. <br />Nays (2) LaValle, Montour. Resolution declared adopted. <br />The City Administrator reviewed the Infrastructure Replacement Fund that is <br />used to finance street improvement projects. He noted that under Option B <br />recommended by the Debt Levy Reduction Committee, funding would be <br />provided for this fund through 2006 or 2007. Under Option A, the Fund would <br />be depleted. <br />The Administrator further reported that the Water and Sewer Funds appear to <br />be in fairly good shape with likely only nominal rate increases necessary. <br />More information will be presented to the Council on these budgets after the <br />first of the year. <br />The City Administrator reported that the City's Truth In Taxation hearing will <br />be held on Wednesday, December 5, at 7 p.m. Council will consider adoption <br />of the 2002 Budget at its December 19°i meeting. <br />
