MINUTES <br />CITY COUNCIL <br />FEBRUARY 9, 2000 <br />Gerald Struntz, Little Canada Road property owner, asked how much <br />closer Little Canada Road would come to his property. The Engineer <br />reported that the road is moving very little to the south in the area of the <br />Struntz property. Struntz stated that he opposed the road coming further <br />south and asked if the road will stay within existing right-of--way as it <br />abuts his property. The Engineer replied that it would. <br />Struntz felt that Little Canada Road was an expressway for people going <br />to Roseville and felt that the traffic on Little Canada Road could be <br />lessened if the City posted weight restrictions. It was pointed out that <br />Little Canada Road is a County Road, therefore, the City did not have the <br />jurisdiction to post weight restrictions. Once the road is reconstructed, it <br />will become a City road. However, it will be designated as a Municipal <br />State Aid road, therefore, it must be constructed to 9-ton standards and <br />could not be posted for lesser weights. <br />St~untz questioned the need for medians along Little Canada Road. The <br />Public Works Director indicated that medians do impact snowplowing. <br />However, there are safety issues that must be considered as well. <br />Mervin Lamb, Fluer Royal, asked about the assessment process for this <br />improvement. The City Administrator explained the process pointing out <br />that the estimated assessment per unit in Fluer Royal is approximately <br />$110. He constracted that to a residential assessment where each home is <br />assessed a minimum of 75 feet of frontage at a rate of $45 per linear foot. <br />Rose Pinomaki asked if any type of landscaping is planned for along Little <br />Canada Road to soften the impact of the business development on the <br />townhome complex across Round Lake. The City Engineer reported that <br />the landscaping plan for the area calls for approximately 228 trees along <br />the entire length of the improvement. While this will not screen the <br />business area, it will soften the impact. <br />Rod Gustafson, Fluer Royal, asked for an explanation of the zoning of the <br />property and its impact on property taxes. Morelan reported that the <br />property is zoned Residential. However, the City's assessment policy says <br />that Fluer Royal should be assessed on the commercial basis, which is a <br />lesser total assessment than if it were assessed on the residential basis. <br />John Vitale pointed out that he owns 758 feet of frontage on Little Canada <br />Road while only owning a total of 3 '/a acres. His estimated assessment is <br />$65,000. Vitale pointed out that while other properties are larger than his, <br />they have less frontage, therefore, are being assessed for lower amounts. <br />
