MINUTES <br />CITY COUNCIL <br />MARCH 22, 2000 <br />CENSUS Acting Mayor Scalze reminded residents to return their 2000 Census <br />forms. She noted the importance of accurate Census counts in <br />determining Congressional representation as well as governmental <br />funding. <br />REZONING, Acting Mayor Scalze opened the Public Hearing to consider the Rezoning <br />PLAT, to R-2, Preliminary and Final Plat approval, Conditional Use Permit for <br />CUP, & Planned Unit Development, and Vacation of the eastern five feet of <br />VACATION - Jackson Street from Little Canada Road to Maple Lane fora 22-unit <br />PARK PLACE townhome development named Park Place as requested by Mr. Gordie <br /> Howe. It was noted that the Planning Commission has reviewed these <br /> requests and recommends approval. It was further noted that the Parks & <br /> Recreation Commission has reviewed the proposal and has recommended <br /> the deletion of the trail connection fl-om the end of the cul-de-sac to the <br /> proposed park on the north. <br />The City Planner reported that since this plat was reviewed by the <br />Planning Commission, Mr. Howe suggested that an island be platted at the <br />entrance to Park Place. However, upon further review of the island and <br />traffic patters on the street, Mr. Howe has withdrew his request for the <br />island. Therefore, the plat before the Council is the one that was acted <br />upon by the Planning Commission. <br />Scalze noted that the plat is before the Council for both preliminary and <br />final approval, but pointed out that the concept has been reviewed on a <br />couple of occasions. Since concept review, many issues have been <br />resolved by the developer. Scalze further noted that Mr. Howe is <br />dedicating a 2.7-acre park to the City as part of the platting process. <br />The City Administrator indicated that the vacation of a portion of Jackson <br />Street was initiated by the developer. Therefore, it will take three votes of <br />the Council to vacate. It was further noted that a rezoning requires four <br />votes, therefore, action on that issue will need to be tabled. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion be Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />
