MINUTES <br />CITY COUNCIL <br />MARCH 22, 2000 <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2000-3-5 -APPROVING THE MODIFIED <br />REI)EVEI OPMENT PLAN FOR REDEVELOPMENT PROJECT <br />AREA NO. l; AND APPROVING THE MODIFICATION TO THE <br />TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT <br />FINANCING DISTRICT NO. 3-2 THEREFOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (3) Morelan, LaValle, Scalze. <br />Nays (0). Resolution declared adopted. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI. UTION NO. 2000-3-6 - ADJO URNING AS THE ECONOMIC <br />DEVELOPMENT CORPORATION AND RECONVENING AS THE <br />CITY COUNCIL, <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (3) Morelan, LaValle, Scalze. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that initially Mr. Howe was proposing a <br />34-unit townhome development. However, due to poor soil conditions, <br />the project had to be scaled back to 22 units. The City offered the <br />developer tax increment financing assistance for soil connection work if he <br />would continue with the project. The assistance keeps the developer's <br />land costs per unit at the same level as it was under the initial proposal of <br />34 units before any TIF assistance was contemplated. <br />CUP & Scalze opened the continuation of Public Hearing to consider a request <br />VARIANCE - for Conditional Use Permit to allow a group home facility providing short- <br />NORTHEAST term respite care as well as a Variance from the setback requirements for <br />RESIDENCE a site located at Little Canada Road and McMenemy Road as made by <br />RESPITE Northeast Residence. It was pointed out that the Planning Commission <br />HOME has recommended approval of the Conditional Use Permit and the <br /> Variance. The City Planner has recommended approval of the Conditional <br /> Use Permit, but denial of the Variance as there is no hardship present to <br /> justify granting the Variance. <br />Scalze noted that the CUP is due to the fact that there is an office use <br />proposed in conjunction with the respite home.
