MINUTES <br />CITY COUNCIL <br />MAY 23, 2000 <br />Fahey pointed out that the City has decided that the property should be <br />zoned Residential Business (RB), and the building has been used <br />successfully until recent tenants vacated the property. Fahey felt that to <br />rezone the property to Public, there should be a demonstrated public need. <br />Pedersen felt that the school use for this building was appropriate. He <br />indicated that he did not see the building being torn down and the property <br />redeveloped. Pedersen suggested a solution would be to amend the Code <br />allowing public schools in other than Public Zoning Districts by <br />Conditional Use Permit. <br />Fahey pointed out that this would allow anyone who wanted to put a <br />school in the City to apply for a Conditional Use Permit. <br />Scalze indicated that the violent students at Capitol View are much more <br />of a concern to her than the Family Academy. <br />Fahey pointed out that the City did not have any control over how 916 <br />used the Capitol View building, and pointed out that if this property were <br />rezoned to Public, the City would have no control here as well. <br />Fahey pointed out that the Council will not be able to vote on the rezoning <br />issue this evening given that there are only three members present. Fahey <br />again commented that he was skeptical about the need for this school in <br />Little Canada. <br />Koski expressed her disappointment noting that the State and the <br />community are welcoming the school. Koski pointed out that if the <br />property were rezoned to Public, 916 could not do anything with the <br />building given that Family Academy would be maintaining the lease. <br />Scalze agreed that were true, but noted that as soon as the lease expired, <br />the building would be available to any other tenant. Fahey pointed out <br />that once the property is rezoned to Public, the City loses control. <br />Fahey pointed out that Family Academy would serve the greater metro <br />area and not just Little Canada. He indicated that he personally did not <br />feel there was a need for any more schools in Little Canada and noted that <br />the City iswell-served by the four schools that are located within its <br />boundaries. Fahey indicated that he is not in support of the concept, but <br />noted that he is just one vote. Fahey stated that he would be interested in <br />seeing the financials for the school, the principals running it, as well as a <br />stall' listing. Fahey stated that he would like to know the prime motivation <br />for running this school and who is involved in running it. <br />G <br />
