MINUTES <br />CITY COUNCIL <br />JULY 12, 2000 <br />Centerville Road Trail (Little Canada Road to Edgerton Street) - <br />The Park Consultant pointed out that the County will be improving <br />Centerville Road, and the trail improvement should be included as part of <br />that project. It was pointed out that this trail will connect Spooner and <br />Pioneer Parks. The City Administrator estimated that the Centerville <br />Road improvement is on the County's schedule for at least 2003. <br />Pedestrian Bridge Over 35E - <br />The Park Consultant pointed out that a pedestrian bridge over 35E would <br />connect the trail systems on the east and west sides of the freeway. <br />However, this project would be costly. The Consultant suggested that <br />there are grants that could be pursued for this type of project that typically <br />will cover 80% of the costs. Some of the factors to include in a grant <br />application would be connecting the trail systems on both sides of the <br />freeway, connecting the City's trail system to the trail systems in adjacent <br />cities, as well as providing access to schools as well as bus routes. <br />It was noted that the proposed trail plan shows a pedestrian bridge <br />connecting Demont Avenue on both sides of the freeway. However, there <br />are other possible connections such as connecting the Water Works trail <br />system just north of Little Canada Road. <br />Palmen Boardwalk - <br />The Park Consultant noted that a boardwalk through the Palmen property <br />would be an expensive project, however, one that is pursued at the time <br />the Palmen property develops. <br />General Discussion - <br />Anderson noted that the Commission focused on the connection of <br />existing trails in the City. However, there are other areas where new trail <br />improvements would be desirable. <br />Morelan suggested that as part of the City's long-range planning, <br />easements for these trail connections should be pursued. It was also <br />suggested that as properties turn over, it may be possible to obtain trail <br />easements in more controversial areas, such as the power line trail <br />connecting the Payne Avenue area to Pioneer Park. <br />Fahey suggested that staff investigate the grant programs that might be <br />available to fund a pedestrian bridge over 35E. If the City were able to <br />obtain 80% funding for this project, it would become feasible. <br />
