MINUTES <br />CITY COUNCIL <br />JULY 26, 2000 <br />Morelan noted that if the Water Department took the property, that would <br />enhance the property owner's argument for the variance. <br />Fahey stated that he was comfortable with approving the variance based <br />on the narrowness and odd-shape of the property as well as the impact that <br />existing easements have on the property. LaValle stated that he did not <br />have a problem with the variance, but suggested that more information <br />was needed on an addition to the existing building and whether or not that <br />building could support a sprinkler system. <br />Morelan pointed out that if the easement did not exist on the west end of <br />the property, the accessory building could be built without the need for a <br />variance, and the matter would not have to come before the City Council. <br />Fahey stated that the only reason an accessory building is being proposed <br />is to avoid sprinkling the existing building. Valento noted that the trusses <br />in the existing building will not carry the load of a sprinkler system. <br />Valento pointed out that a year ago he was told that if he got rid of the <br />trailer storage he could build an accessory building. <br />Fahey pointed out that an accessory building is allowed; however, it <br />cannot be constructed anywhere on the property. Fahey pointed out that <br />Valento is requesting a variance from side yard setback requirements. If <br />the building met setback requirements, the matter would not be before the <br />Council. Fahey pointed out that an option would be to put an addition <br />onto the building, and then add trusses to support the weight of the <br />sprinkler system. <br />Valento pointed out that the entire roof would have to come off the <br />building in order to add trusses. <br />Council felt that more information was needed on the feasibility of adding <br />a sprinkler system to the building. <br />Fahey stated that he would need to be convinced as to why an addition to <br />the building was not feasible. Fahey. indicated that he would like to look <br />at the property and the way the business uses it. <br />Scalze felt that the Council needed the following additional information <br />The St. Paul Water Department's plans for the easement <br />area and the likelihood of eminent domain; <br />Modifications that would be needed to the principle <br />building in order to accommodate a sprinkler system; <br />
