MINUTES <br />CITY COUNCIL <br />NOVEMBER 1, 2000 <br />Capital Improvement Fund, Park Land Acquisition Fund, Water Fund, <br />Sewer Fund, Water & Sewer Capital Replacement Fund, and the <br />Gambling Enforcement Fund. <br />RECESS At this point in the workshop, 8:45 p.m., Council took a short recess. The <br />workshop was reconvened at 8:55 p.m. <br />Council discussed moving up parking lot improvements at the Demont <br />Warming House site in the event that the Twin Lake Blvd. property is <br />sold. The Parks & Recreation Director indicated that he would discuss <br />this proposed improvement with the School District, pointing out that the <br />property is owned by the School District. <br />Morelan suggested that consideration should be given to connecting the <br />Water Works Trail on Country Drive up to Little Canada Road. <br />The Council discussed the gas powered pressure washer included in the <br />Parks Maintenance Budget. The Public Works Director indicated that a <br />gas powered pressure washer would provide more flexibility in utilizing <br />this piece of equipment than would an electric pressure washer. <br />There was some discussion about the expenditure for wiring the City <br />Center for a generator given its designation as the City's Emergency <br />Operations Center. Morelan suggested that the Fire Station may be a <br />likely EOC location. The Administrator reported that given the potential <br />nature of activities that would be occurring, the Fire Station may not be as <br />efficient a location. It was also noted that in a major disaster, both <br />locations would likely be required. <br />The City Administrator reviewed the Infrastructure Capital .Improvement <br />Fund pointing out the current projects for the Little Canada Road project <br />with regard to construction costs and sources of funding. It was also noted <br />that there is the potential that the improvement of Centerville Road in <br />2001. However, there are currently discussions going on with the County <br />as to whether the project will be a recycle project or a complete <br />reconstruction. <br />In reviewing the Water & Sewer Capital Replacement Fund, there was <br />discussion about the vactor truck and the estimate that sewerjet nozzles <br />will need to be replaced in the year 2004. <br />Council discussed the computer hardware/software Ramsey County GIS <br />line item proposed for 2002, and Morelan asked when the City would have <br />its records back from Bonestroo Engineering. The City Administrator <br />reported that he is close to a resolution on that issue. <br />
