MINUTES <br />CITY COUNCIL <br />NOVEMBER 21, 2000 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />CONCEPT Frank Frattalone, Frattalone Excavating, appeared before the Council <br />PUD PLAN - and presented a concept PUD plan for the property he owns just south <br />FRATTALONE of Blacktern Pond. Frattalone pointed out that approximately one to two <br />years ago he purchased this property from the St. Paul Water Department. <br />At that time, the property was rezoned from B-3 to PUD with an I-I <br />underlying zoning. At that time, the Council indicated that they wanted to <br />see the property develop with a nice building. Frattalone reported he has <br />had the property listed for sale with two different realtors, has had some <br />interest expressed in it, but no serious offers. Frattalone further indicated <br />that his business is outgrowing his site in Ryan Industrial Park. He has <br />looked at land owned by Comfort Bus adjacent to his current site, with the <br />possibility of Comfort Bus building on the Water Department site. <br />However, this has not worked out; and as a result, he is proposing to <br />develop the property for his business. <br />Frattalone presented concept development plans for the site pointing out <br />that he is proposing a 25,000 square foot shop building, a 3,000 square <br />foot shop, and two future additions. He is also proposing a 12,000 to <br />15,000 square foot office building. Frattalone presented the Council with <br />pictures of some brick buildings that he indicated are similar to the type of <br />construction he is proposing for his office building. Frattalone also <br />indicated that he is proposing to purchase the Pioneer Cabinet property <br />and relocate his paving company on that site within the next 1 to 2 years. <br />Frattalone reported that when the concept was presented to the Planning <br />Commission, some concerns were expressed with regard to outdoor <br />storage. He presented pictures of the area from various angles to show the <br />limited visibility of the property. <br />Frattalone indicated that there is a 100-foot strip of land between his <br />property and Spruce Street that is owned by the St. Paul Water <br />Department. Frattalone indicated that he is negotiating for to lease this <br />space for employee parking. <br />Frattalone reported that the shop building he is proposing to construct <br />would be apre-stressed concrete building. He showed the Council <br />samples of the various facade treatments that could be used on the outside <br />of the building. <br />
