MINUTES
CITY COUNCIL
NOVEMBER 8, 2000
The foregoing resolution was duly seconded by Scalze.
Ayes (5) LaValle, Scalze, Morelan, Pedersen, Fahey.
Nays (0). Resolution declared adopted.
LITTLE Brian Harges, Hoisington Koegler, appeared before the Council to
CANADA ROAD review streetscape improvements proposed for the Little Canada Road
IMPROVEMENT project. Scalze noted that the Parks & Recreation Commission reviewed
these improvements and recommended a concrete sidewalk in front of
Lakeside Apartments rather than concrete pavers at a cost savings of
approximately $10,000.
The Administrator pointed out that the Commission felt that the concrete
sidewalk in front of Lakeside Apartments was preferable given it would
blend in with the sidewalk system proposed along Round Lake. Pavers
are being proposed in other areas, including the boulevard as the cost is
slightly less than doing a combination of pavers for the boulevard and
concrete for the sidewalk due to the support system needed to prevent
differential settlement.
Harges described the street amenities for the Council pointing out the
areas where concrete pavers are proposed as well as the areas where
concrete sidewalk is proposed. Harges described the amenities planned
for the Round Lake area and noted that concrete is proposed for the
sidewalk near the street while bituminous is proposed for the trails near
the lake.
Harges described the concrete pavers proposed along Little Canada Road
and pointed out that a red color is proposed in the boulevard area while a
copper color is proposed in the sidewalk.
The City Administrator reviewed the cost estimates for the streetscape
amenities pointed out that pavers, landscaping and irrigation is estimated
at $382,000 with an additional $190,000 in optional streetscape amenities
such as planters, trash receptacles, and some railings, for a total of
$573,000. The Administrator pointed out that the CIP budget for these
improvements if $553,000. The Administrator was hopeful that when the
improvements are bid they will come in under estimate; otherwise some
items will need to be cut back.
The City Administrator proposed that the full streetscape amenities along
Little Canada Road adjacent to The Venetian Inn not be installed at this
time. He pointed out that until the site redevelops, the City does not have
the full street right-of--way in this area. He also was concerned that some
