MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2000 <br />Scalze felt that this was more than a park and recreation issue, and pointed <br />out that there are other streets such as Keller Parkway where on-street <br />parking is banned because of the wider shoulder for bikers and walkers. <br />Morelan agreed that the Council did not solicit a great deal of public input <br />when it made its decision to post streets with wider shoulders as no <br />parking. However, this issue was discussed at neighborhood meetings <br />when the improvements were being considered. <br />Fahey suggested that given the heavy bike and pedestrian traffic on Keller <br />Parkway, there might be more reason to post this area as no parking. <br />Scalze pointed out that bikers and walkers couldn't go around the lake <br />without using County Road B-2. <br />Fahey stated that he would be interested in seeing what other cities do, and <br />asked that staff survey surrounding cities to determine their policies. He <br />again suggested that the matter then be referred to the Parks & Recreation <br />Commission for a recommendation. Fahey suggested that there might be <br />factors unique to neighborhoods that would effect the City's decision <br />whether or not to post both side of the street as no parking. These factors <br />could be the character and age of the neighborhood as well as the <br />availability ofoff-street parking. <br />Melanie Maug, Arcade Street resident, commented on her surprise to find <br />her street posted as no parking. Maug felt there should have been some <br />discussion with the property owners along the street and suggested that <br />there must be a compromise solution that could be reached. Maug felt the <br />biggest safety issue was the traffic speed, not parked cars. <br />Scalze pointed out that the City had discussions with all the property <br />owners along Arcade Street in planning for the street improvement. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOI. UTION NO. 2000-10-244 -REQUESTING THAT THE PARKS <br />& RECREATION COMMISSION REVIEW THE CITY'S POLICY OF <br />POSTING STREETS WITH WIDER SHOULDERS FOR BIKING <br />AND WALKING AS NO PARKING, AND INSTRUCTING CITY <br />STAFF TD CONTACT NEIGH730RING CITIES TO DETERMINE <br />THEIR POLICIES FOR POSTING STREETS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Pedersen, Scalze, Morelan. <br />Nays (0).
