MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 2000 <br />It was noted that the original concept proposed 34 townhome units. <br />However, given the poor soil conditions, the development had to <br />be scaled back. <br />The Planner also indicated that the applicant is reduesting some <br />flexibility in the front yard setbacks for the units around the <br />proposed cul-de-sac. <br />Kraemer asked about the driveway locations for Units 5 through 10 <br />as they relate to snowplowing and snow storage. <br />The Public Works Director reported that the revised plat provides <br />some gap between the driveway as well as creates a snow storage <br />area on the west side of the cul-de-sac. This will help for <br />snowplowing. However, there needs to be an understanding with <br />the townhome association that they will be responsible for removal <br />of snow at the ends of the driveways. Public Works will try its <br />best to plow the cul-de-sac and minimize the amount of snow at <br />the end of driveways. <br />The property owner north of the proposed park asked if trees or a <br />buffer were planned for the northern border of the park. She was <br />concerned about some distinction between her property and the <br />park property. <br />The City Planner indicated that once the Parks & Recreation <br />Commission begins planning for development of the park, they <br />will conduct neighborhood meetings to get in input of the <br />surrounding area. <br />Duray asked the length of the cul-de-sac. The Planner replied that <br />it is approximately 300 feet long, which is well below the City's <br />maximum of 500 feet. Duray asked if the street would be <br />constructed to meet City standards. The Public Works Director <br />pointed out that the street would be a City street maintained by the <br />City. <br />Montour asked about the pathway from the end of the cul-de-sac to <br />the park. The Public Works Director reported that it is proposed <br />there be a 10-foot easement from the end of the cul-de-sac to the <br />park. An 8-foot path would be improved on that easement. <br />Keis pointed out that it appeared the path would be very close to <br />Units 10 and I1. <br />
