MINUTES <br />PLANNING COMMI <br />FEBRUARY 10, 2000 <br />Knudsen recommended approval of the Masterpiece Homes <br />townhome concept for the northeast corner of Little Canada Road <br />and Jackson Street subject to compliance with the <br />recommendations of the City Planner and City Engineer as well as <br />recommends approval of the vacation of the eastern 5 feet of the <br />Jackson Street right-of--way. <br />Motion seconded by Carson. <br />Motion carried 6 - 0. <br />PROPERTY Prefen'ed Builders appeared before the Commission requesting <br />DIVISION - approval of the division of property at 3240 Twin Lake Road into <br />3240 TWIN three single-family residential lots. <br />LAKE <br />ROAD The City Planner pointed out that the proposed lots meet minimum <br /> size requirements. The Planner pointed out that last summer the <br /> City was presented with a concept development for a plat of four to <br /> five lots on this same property. At that time there was discussion <br /> of the improvement of Mitchell Trail to provide access to these lots <br /> as well as the Klidzejs property to the north. The property owners <br /> to the north did not support the improvement of Mitchell Trail. <br /> The Planner also noted that the improvement of Mitchell Trail <br /> would be an expensive improvement for the limited number of lots <br /> that it would serve. <br />Knudsen questioned whether Mitchell Trail would ever be <br />improved if this property division were approved. <br />The City Planner reviewed the history of the Klidzej property <br />division and the easement that was taken for driveway access on <br />the southern portion of the Klidzej lots. He then reported that <br />when the Mitchell property was later subdivided, the City took <br />right-of--way for Mitchell Trail The Planner pointed out that the <br />three lots now being proposed for the Mitchell property are <br />proposed to directly access Twin Lake Road and Twin Lake Trail. <br />The existing house on Tract B has been removed, and three new <br />single-family homes are proposed. <br />Montour asked if there were utilities going down Mitchell Trial. <br />The Public Works Director reported that there is a sanitary sewer <br />line that runs down Mitchell Trail to the lake. The line then runs <br />along the lake at the back of the lots that abut the lake. Public <br />
