The PUD would allow a tighter back-to-back spacing of the buildings. With full rear yard <br />setbacks, a minimum spacing of sixty feet would be required. The PUD processing allows <br />the City to approve spacing which is as low as the average height of the buildings. The <br />closest spacing proposed is twenty four feet between units 12 and 19. Units 14 and 15 <br />would be about 38 feet apart. All other building spacing is side to side, with a minimum <br />proposed spacing of twenty feet. <br />The other area where the applicant is requesting flexibility under the PUD process is with <br />the setback from the cul-de-sac street. Units 11 and 13 would be closer than the standard <br />thirty feet (23 and 27 feet, respectively). These units could be moved back to meet the 30 <br />foot setback, but would then decrease the back-to-back spacing distances mentioned <br />above. The applicant's request for PUD flexibility is based on the extraordinary park <br />dedication being made for this area. <br />All other perimeter setback requirements appear to be met in the concept plan. The <br />applicant has included a walkway between the end of the cul-de-sac and the park. The <br />only design issue of note would be the right-of-way and street design at the intersection <br />with Little Canada Road. The west right-of-way line angles to create a 90° intersection, <br />but the east right-of-way line remains straight north and south. The east line should also <br />angle slightly to maintain the fifty foot right-of-way width to better manage traffic flow in and <br />out of the cul-de-sac. <br />Summary and Recommendation <br />Planning Staff recommends approval of the Concept PUD proposed by Masterpiece <br />Homes. The variations in setback and building spacing affect only a few of the units, but <br />the project plans retain a significant amount of open space for these types of <br />developments. Moreover, the proposal would result in approximately three times the <br />amount of park land which would otherwise be acquired, based on the size of the parcel <br />in question.
