MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 2000 <br />Works pointed out that there is a 15-foot easement for this sewer <br />line. However, he is asking that the easement be widened to 25 <br />feet. Public Works noted that if work were ever needed on the <br />sewer line, a 15-foot easement would not be wide enough. Public <br />Works also requested that the developer be required to put in some <br />sort of gravel access road so that he can get to the sewer line along <br />the lake. <br />Preferred Builders indicated that the people living adjacent to this <br />access road would likely find it undesirable. <br />The Public Works Director indicated that a gravel access road <br />could be planted with some sort of vegetation that would disguise <br />it. Public Works indicated that the road is needed to support <br />equipment should it be needed to do maintenance on the line. <br />One of the property owners to the north of 1:4itchell Trail asked if <br />there were plans to widen and improve Mitchell Trail. <br />Keis pointed out that the plan being presented does not propose the <br />improvement of Mitchell Trail. <br />The City Planner pointed out that Mitchell Trail provides access <br />for the Klidzejs property on the north along with an access <br />easement that exists on the south side of the Klidzej s property. <br />The Planner further noted an earlier subdivision of the Mitchell <br />property at which time the Council required that Mitchell Trail be <br />dedicated not only for access to the Klidzejs property, but also for <br />access at the time the Mitchell property was further subdivided in <br />the future. The Planner indicated that there has been some <br />sentiment for requiring the construction of Mitchell Trail to <br />provide improvement road access to the Klidzejs property as well <br />as lots access for the Mitchell property via Mitchell Trail rather <br />than Twin Lake Road. <br />Carson pointed out that if Mitchell Trail is improved, the three lots <br />prooosed by Preferred Builders should have access pia Mitchell <br />Trail. Carson pointed out that the house on the proposed lake lot <br />would have a very long driveway. <br />Preferred Builders indicated that some people like long driveways. <br />He further indicated that it did not make sense to improve a road <br />for these three lots, when they already abut an improved public <br />street. Preferred Builders indicated that they would not want to <br />pay for the street if it were put in. <br />Page 12 <br />
