Top-of- the-line equipment serves to create a respected forum to attract top players and inspire committed involvement by skilled amateurs and newcomers. We will host world class tournaments for men and women in all three cue sport disciplines (3-cushion billlazds, pool and snooker). We will regularly stage local pool and billiard tournamems for play by beginners, skilled amateurs and professionals, promote men's and women's leagues, and host teaching clinics by world-zenowned champions to promote the sport and improve playing skill. It is also our mission to pmmote not only pocket billiards, but also 3-cushion billiruds in the upper midwest. Curreutly, there are no billiard moms in the State ofMinnesota offering tap quality 3-cushion billiard tables forthe substan#al number ofavid 3-cushion enthusiasts in the area. Coliseum Billiards will promote the public welfare by providing an upscale cue sport venue for beginners, skilled amateurs and professional pool, snooker and billiard players, and by promoting local, regional, national and itrternational tournaments. Coliseum Billiards will not comribute to additional traffio congestion 1) because ofthe new configuration of the Market Place Shopping Center access road, and 2) because the peak business hours of Coliseum Billiards aze in the evenings when some of the other tenants of the Shopping Cemer are closed. Safety from fire and other danger issues are addressed by the bur7ding's construction and sprinkler system, and the watchful diligence of the tenants, including Coliseum Billiards. Security is always a concern, and Coliseum Billiards will be vigilant in its promotion of proper behavior in the billiard room, enforcing curfew laws, and in its efforts to ensure proper decorum of all its patrons. Coliseum Billiards will be diligent in keeping order in the parking lot by discouragiagloiteringandotherw+isemaintainingorderamongitscustotnersthroughoutthe Shopping Center area. I believe my past experience as an executive body guard and as a security consultant in connection with loss prevention and surveillance at companies such as Harley Davidson, Ralston Purina and Anheuser-Busch, as well as my law enforcement training, will fhcilitate a secure enduomnent at Coliseum Billiards. The conditional use permit for Coliseum Billiards would most assuredly notvajure or detract from the use of neighboring property or from Uze character of the neighborhood because of the attractive desigu ofthe premises, the overall professional attitude ofits on-site owner/operator and its employees, andbecausethecustomers ofColiseum Billiardswiltby-and-largebe serious cue sport competitors. Althoughweinviteandencouragecasualplayerstocomeinforana8ernoonorevening out to enjoy their ikvorite cue sport, we will expect all of our customers to conduct themselves as ladies and gemlemen, and our younger patrons will be guided to conduct themselves accordingly. The location of Coliseum Billiards in the Market Place Shopping Center is serviced by adequate public facilities, such as streets, sewers, water lines, etc. Page 21
