Canada Planning Commission ~~;;~ v,~i ;,..,;- .~ i ~y~~D <br />FROM: Stephen Grittman <br />DATE: July 10; 2000 <br />RE: Little Canada - O'Neil.(College City Homes Driveway Variance <br />FILE NO: 758.09 - 00.18 <br />Background/Analysis <br />College City Homes, on behalf. of Theodore and Patricia O'Neil, have applies for a <br />variance to permit. the driveway of their proposed home to access LaBore. Road over an <br />easement across their neighboring land. The City granted the O'Neils a subdivision ofthis <br />property earlier this.year, and one of the conditions was that the. new home is accessed <br />via Keller Parkway. The lot does not have direct frontage to LaBore Road. <br />Variances are to be considered when a' physical hardship is found in putting the property <br />to reasonable use under the standard regulations: In this case, the applicants. state that <br />a driveway. of between 11.6% and 24.6% would be necessary to build a driveway to.Keller, <br />whereas a 2% grade could be achieved to LaBore. The O'Neils had originally agreed to <br />the Keller Parkway access on the advice of a previous builder... There-are no specific <br />driveway standards for single family homes. However, a driveway grade of more than 10% <br />would likely be a significant problem. The City seeks to keep street grades at less. than <br />8%, and commercial parking lot grades are to be less than 5%. . <br />A "tuck-under"' garage arrangement might be possible to lessen the driveway grade. <br />However, the applicant is attempting. to construct a house which is handicapped. <br />accessible.
