July 13, 2000 <br />TO: Little Canada Planning Commission, Mayor, Administrator, & Council Members <br />FROM: Mary Lou & Paul Kostecki <br />RE: Request for Variance -Keller Parkway Property <br />This letter is in regard to a Request for Variance for direct access to Labore Road for a new <br />home to be built on a lot that runs along Keller Parkway. <br />The requested variance would cause our property to be surrounded by asphalt on three sides. On <br />the north side lies Labore Road; the west side is the driveway currently being used by property <br />owners; and the new extension being proposed would lie to the south. <br />Our privacy, protection and safety aze lost if we are to be surrounded with busy, trafficked areas <br />on three sides. To say nothing of the obvious depreciation of property value to all four properties <br />affected by this proposed variance. We would ask the Planning Commission members if they <br />would approve this variance if it were their homes that would soon be surrounded by asphalt and <br />traffic? <br />We reviewed the minutes of the March 9th meeting. Twice Mrs. O'Neil was questioned about <br />access to their new home and twice she guaranteed the request was to access via Keller Parkway, <br />in full compliance with current ordinances in Little Canada. Commission members and <br />neighbors were supportive of the home being built and the access from Keller Parkway. <br />We are sympathetic to Mr. O'Neil's handicap, as stated in their Variance Request. I have worked <br />for Social Security for 28 years and am well awaze of the needs and the rights of the disabled. <br />Part of my work has been to administer disability benefits. Presently I assist the disabled in a <br />back to work program, using creative ideas to accommodate their needs. I am currently training a <br />young man who is quadriplegic and has many needs for accommodations. Iwould expect that the <br />combined creativity and intellect of the architect, builder and the O'Neils would easily find a <br />solution to their design problems without a variance that will disturb an entire neighborhood of <br />homeowners and depreciate the value of their properties. <br />We urge the Planning Commission to deny this variance. The ordinance that is in place, that each <br />property must have access to a public street was established for the protection and safety of the <br />residents of Little Canada. It guaranteed that this community would grow in a logical, planned <br />direction. We built our home in Little Canada in 1977 with the confidence that the City of Little <br />Canada would take great care to protect and maintain the Ordinances set forth for its citizens. <br />Planned communities, with appropriate and well thought out ordinances assure a tranquil, safe, <br />and pleasant place to live. <br />Page 27 <br />
