MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 9, 2000 <br />office building and maintenance shop, he would like to build a new <br />facility. The new facility would house his paving company, tractor <br />company, acid excavating company. <br />Frattalone repotted that he employs 250 people. The project he is <br />proposing would be a $4 million project. He is proposing two separate <br />buildings, one for the shop that would consist of 24,000 to 25,000 square <br />feet plus mezzanine area. He is also proposing are office building and a <br />smaller maintenance building that would have outside shelving located <br />under the eves of the building. Frattalone indicated that he is currently <br />negotiating with Pioneer Cabinet for the purchase of their property. The <br />Pioneer Cabinet building consists of 12,000 square feet and Frattalone <br />indicated that he would move his paving company into that building. He <br />is also working with the Water Department to add some sedimentation <br />ponding on the property. Frattalone indicated that access to the site would <br />be from both Rice Street and Spruce Street. <br />Knudsen asked what would happen to Frattalone's existing property. <br />Frattalone replied that the site consists of about 7 acres. If he is able to <br />proceed with his proposal, he would sell his existing property. Frattalone <br />further reported that he is currently negotiating with the St. Paul Water <br />Department for employee parking area on their strip of land between the <br />water pipes and Spruce Street. <br />Keis felt that the issue was the City's vision for this piece of property <br />which he recalled was an office/warehouse complex. Keis pointed out that <br />the Frattalone proposal consists of a great deal of outdoor storage that was <br />not part of the City's vision for this site. <br />Frattalone pointed out that he has had only one party interested in the <br />property, and their proposal for an office/warehouse development did not <br />materialize. The City Planner pointed out that the potential buyer backed <br />out of the deal. <br />Frattalone stated that he understands that the City wants a nice <br />development on this site, and pointed out that he is proposing a $4 million <br />project that is similar to the value discussed by the one party that <br />expressed interest in the site. Frattalone indicated that he has outgrown <br />his site and needs to expand. He pointed out that if he is not able to do <br />that in Little Canada, he will have to relocate. Frattalone indicated that he <br />likes Little Canada and would prefer to retain his business here. <br />Montour asked about the bus company proposal. Frattalone reported that <br />Comfort Bus approached him about the possibility of purchasing this site <br />and relocating their business. Frattalone reported that he informed <br />
