MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 9, 2000 <br />townoffices, and his plan would be to relocate that business to the Pioneer <br />Cabinet building. <br />Barraclough asked when the additions would be made to the shop <br />building. Frattalone reported that his business is growing by 10 to 15 <br />percent each year. Therefore, he would anticipate that the first addition <br />would be made in 6 to 8 years. <br />The City Planner asked if Frattalone needed to circulate around his entire <br />building. He replied that he did. Frattalone also pointed out that there is a <br />natural buffer of trees along the north side of the site. It was also pointed <br />out that there is some natural screening on the west side of the property <br />with the railroad embankment. Frattalone again pointed out that his <br />storage would not be visible from Rice Street. <br />The Planner asked if security fencing would be installed. Frattalone <br />replied that it would. Frattalone also pointed out that employee parking <br />would be paved, and outdoor storage would occur on a gravel lot. <br />Knudsen asked if there were any environmental concerns given the pond. <br />The Planner replied that there would be no more concerns with this use <br />than with any other. <br />Keis asked if the proposal contains adequate green space. The Planner felt <br />it did given the buffer area required for the pond. Frattalone pointed out <br />that he would be required to maintain a 50-foot setback from the high <br />water mark for the pond. Frattalone indicated that there is a little over 3 <br />acres of the site in pond and green space. Of the over 11 acres, <br />approximately 8 to 8 '/z are usable. <br />Keis asked if the site would be visible from 694. Frattalone indicated that <br />the building would be visible during the winter months, however, the <br />outdoor storage would not. Frattalone indicated that he would like to have <br />his building a showplace, and indicated that he wants it to be seen from <br />694. <br />Duray asked about access into and ouY of the site. Frattalone replied that <br />he would use both Rice Street and Spruce Street for access. He indicated <br />that trucks going west on 694 would utilize Rice Street, while trucks going <br />east on 694 would utilize Spruce Street. <br />Knudsen asked how far the access point on Rice Street would be from the <br />railroad bridge. Frattalone estimated the distance at 300 feet. Frattalone <br />reported that he could live with aright-turn only out of the site onto Rice <br />Street. <br />
