MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 9, 2000 <br />Frattalone pointed out that the Watershed has a concern in that there is no <br />overflow for Blacktern Pond. As part of this development, Frattalone <br />would install the overflow. <br />Kraemer asked for a description of the office building. Frattalone <br />indicated that it would be a brick office building with windows all the way <br />around the building. <br />Montour was concerned that the owners of the townoffices to the north <br />may have concern with the truck traffic that this use would generate on <br />Rice Street. Frattalone pointed out that Rice Street is Highway 49, and he <br />felt that additional truck traffic would be minimal to what is already on <br />Rice Street. Frattalone estimated 100 trucks per day in and out of the site. <br />He pointed out that trucks must be on thejob by 7 a.m. and return to his <br />shop anywhere between 5:30 p.m. and 10 p.m. Therefore, he felt the <br />impact to rush hour traffic would be minimal. Some of these trucks would <br />use Rice Street and others would be using Spruce Street for access. <br />Barraclough felt that the two access points was a better situation than what <br />Frattalone has now. <br />Knudsen indicated that he was torn over this concept proposal. He <br />pointed out that if the City were dealing with a company that it did not <br />know, he would be inclined to oppose it. However, the City is dealing <br />with along-term business owner in the City who has done an exemplary <br />job of maintaining his property and equipment. Knudsen felt that the City <br />was obligated to work with this business. The other side of the issue is <br />that there are not many sites in the City of this quality left, and the <br />Frattalone proposal was not the optimal use of the site. <br />Keis agreed, and indicated that if the concept moves forward, the City <br />should make additional requirements of Mr. Frattalone to try to bring the <br />development closer to what has been envisioned for this property. <br />Barraclough asked if the access to Rice Street was crucial for the <br />development. Frattalone indicated that if he cannot purchase Pioneer <br />Cabinets and have access to Rice Street, he would likely not move forward <br />with the project. He noted that Pioneer Cabinets would like atwo-year <br />time frame to remain in their property if they sell to him. <br />Montour stated that he did not want to see Mr. Frattalone unable to expand <br />his business. However, he felt that the site was a prime one pointing out <br />the amenity of the pond located to the north. Montour felt there was a <br />higher use for this property that did not include so much outdoor storage. <br />Montour felt that Frattalone did an excellent job of maintaining his <br />
