MINUTES OF SPECIAL MEETING <br />OF THE VYLLAGE COUNCIL OF <br />THE VYLLAGE OF LTTTLE CANADA. <br />~k ~ ~ ~ <br />Pur.suani; to notice, a special meeting of the Comtcil of the Village of <br />Little Canada was held Wednesday, August 20, 1958, at 7:30 P.M, at the Fire Hall <br />at 440 E. Little Canada Road. The following Council members were present: <br />Louis W. Melancon, Mayor; Roy P. Nadeau, Clerk; Edward R. <br />L ef.fler, Carl Spooner, John M. Vitale, Trustees. <br />Also present were Walter Coenen, Treasurer; Frederick P. Memmer, Attorney. <br />Mr. McCubrey, District is"ngineer;for the Minnesota Highway Department, <br />and Mr. Davies, also of the Highway Department, appeared before the Council to ex- <br />plain Further the plans and specifications for Highway No. 390 through the Village <br />of Little Canada. A number of residents living in the vicinity of Highway #36 and <br />McMenemy Road whose properties front on the South servico drive were present at the <br />meeting. These people unanimously agreed that they did not want the service drive <br />connected with McMenemy. In other words, they all decided they would rather have <br />McMenemy and the service drive both dead-ended. <br />The Council then discussed the matter of equalizing pipes for Savage <br />Lalce, stating that the hydraulic engineers had decided a single 36-inch pipe would <br />be sufficient to maintain equal levels on both sides of the highway fill. A num- <br />ber of people who reside on Savage Lake were present and voiced strenous objections <br />to the idea of having a single equalizer pipe. After considerable discussion and <br />after vociferous demands by these residents, Mr. McCubrey agreed that he would ask <br />his superiors in the Highway Department to instal]. two pipes. Mr. McCubrey requested <br />that the Council forward a letter to the Highway Commissioner requesting this change. <br />There then occurred discussion about the closing oP Demont Street. The <br />Council brought to the attention of the highway representatives that the school <br />district is building a ,junior highschool West of the new highway on Rice and Flower <br />Streets. They also advised the highway representatives that the school district <br />has purchased 30 acres on Demons; and the Soo Line tracks lYest of the new highway <br />4or future construction of a senior highschool. Because of this school.-'situation <br />and .since Little Canada Road would be the only place for pedestrian crossing, the <br />Council requested that a pedestrian over-pass be constructed at Demont. Mr. McCubrey <br />stated i:hat he would strongly recommend this change and also asked that this be in- <br />cluded 1n the letter from the Council to the State Highway Commissioner. The highway <br />representatives both assured the Council that they will cooperate and permit the <br />Village to install storm water runoff lanes from Third and McMenemy Northward into <br />the right-of-way of Highway #36 so that the Village would have no problem on that <br />score. <br />Upon motion by Nadeau, seconded by Vitale, the following resolution. was <br />submitted: <br />'WHEREAS, The Commissioner of Highways has prepared plans, and <br />specifications for the improvement of part of Trunk Highway No. 390 <br />renumbered as Trunk Highway Number 390 within the corporate limits <br />of the Village of Tittle Canada from the south corporate limits to <br />Little Canada Road; and <br />
